*1962年生于山東濱州
*1968年入濱州第一小學(xué)讀書，期間對(duì)繪畫產(chǎn)生興趣。
*1973年入北鎮(zhèn)中學(xué)讀書，次年隨本校趙紫林老師開始學(xué)習(xí)速寫、素描。
*1978年入濱州地區(qū)圖書館工作
*1979年考入曲阜師范大學(xué)美術(shù)系 *1982年畢業(yè)考察時(shí)獨(dú)自赴上海 ，對(duì)外灘建筑群及都市景觀產(chǎn)生興趣 并畫了上海景觀速寫系列
* 1983年畢業(yè)后入濱州地區(qū)藝術(shù)館工作
* 1983至1988年開始進(jìn)行油畫創(chuàng)作、期間創(chuàng)作《暖橋》、《村口》、《陣風(fēng)》、《抽油機(jī)》等作品
*1988年入原浙江美術(shù)學(xué)院油畫系進(jìn)修。 1989年《憶沂蒙》入選第七屆全國(guó)美展。
*1990年入濱州畫院工作，期間主要從事美術(shù)活動(dòng)的組織與事務(wù)性工作 1994年《臘月的晴日》入選第八屆全國(guó)美展。 *1995被評(píng)為二級(jí)美術(shù)師，同年8月年調(diào)入蘇州絲綢工學(xué)院工作（次年改為蘇州大學(xué)藝術(shù)學(xué)院）開始蘇州水鄉(xiāng)風(fēng)景題材的創(chuàng)作 1998年轉(zhuǎn)評(píng)為副教授 1999年《陽光水鄉(xiāng)》獲第九屆全國(guó)美展優(yōu)秀獎(jiǎng) *2000年創(chuàng)作水鄉(xiāng)作品系列。
*2002年，創(chuàng)作題材由水鄉(xiāng)系列開始轉(zhuǎn)入老上海都市題材的創(chuàng)作， 2003年，先后創(chuàng)作了《十里洋場(chǎng)》第一稿與第二稿，第二稿《十里洋場(chǎng)》參加第三屆中國(guó)油畫展精選作品展。
《世紀(jì)的回眸》獲首屆中國(guó)粉畫展銀獎(jiǎng)
*2004年，繼續(xù)延伸創(chuàng)作了上海都市題材的《信號(hào)臺(tái)》、《有軌電車》等作品，《信號(hào)臺(tái)》獲第十一屆全國(guó)美展銅獎(jiǎng)，中國(guó)美術(shù)館收藏。
*2005年，創(chuàng)作了以表現(xiàn)碼頭、船舶題材的《碼頭》、《海灘》、《游艇》、《巡洋艦》等作品。 2006年，《碼頭》參加了“精神與品格-------中國(guó)寫實(shí)油畫研究展，并被“北京國(guó)子監(jiān)油畫博物館收藏；《風(fēng)云十六鋪》參加百家金陵油畫展，出任蘇州大學(xué)藝術(shù)學(xué)院基礎(chǔ)部主任。
*2007年重點(diǎn)創(chuàng)作了表現(xiàn)船舶題材的《船系列》作品，參加在上海、南京舉辦的“走向本體-----江蘇油畫邀請(qǐng)展。《甬江碼頭》參加中韓油畫邀請(qǐng)展《海灘》參加在中國(guó)美術(shù)館舉辦的“文化江南------長(zhǎng)三角油畫邀請(qǐng)展”并被中國(guó)美術(shù)館收藏。
*2008年 晉升為教授，創(chuàng)作《商船》《巡邏艇》等作品，《陸巷碼頭》參加“中國(guó)油畫寫生作品匯展”，《巡邏艇》參加“拓展與融合---中國(guó)現(xiàn)代油畫研究展”，并刊于《中國(guó)油畫》對(duì)本展覽介紹的首頁(yè)。
*2009年創(chuàng)作《海景房》《三江師范》《金陵機(jī)器制造局》等作品，九月赴山東濱州參加啟蒙老師趙紫林美術(shù)館開館儀式《藝術(shù)界》封二作連續(xù)刊載介紹《致遠(yuǎn)艦》參加第十一屆全國(guó)美展并獲提名獎(jiǎng)。
*2010年 正式調(diào)入南京藝術(shù)學(xué)院油畫系工作，出任油畫系主任。

*2011年 1月赴越南南部考察寫生 3月在江蘇鳳凰藝都舉辦“張新權(quán)油畫作品展”
4月《藩切寫生》等3件作品參加鳳凰藝都-越南寫生作品展
5月《泊》等10余件作品參加在南京舉辦的“三人油畫展”
6月《姑蘇雙塔》等6件作品參加在南京諸子美術(shù)館舉辦的
“南京藝術(shù)學(xué)院小幅油畫精品展”
7月赴德國(guó)、瑞典、丹麥等國(guó)家考察 8月《商船》等十余件作品參加題為“靜默的詩(shī)意----范勃、任傳文、張新權(quán)、戴平均4人作品巡展”在上海油雕院美術(shù)館和9月在北京798燦藝術(shù)中心的展出。
